Rules of engagement for community building:
- be patient
- be part of the community you serve
- build something amazing and they will come
- SPAM means that if someone hasn't expressed interest explicitly (i.e. signed up, then opted in to receive emails), don't send email
- it's all in the organic growth...that means 100% natural
- limit outgoing messages altogether, unless they are incredibly personal
- work with the grassroots, not against it
- concentrate on individual relationships, not mass messaging
- involve the community early on in the development process
- trust is the new currency...if you spend it, you can't replenish it - it's a valuable, non-renewable resource
- be patient

First thing, get somebody in to rewrite the content on that webpage.
The three types of "end-users and stakeholders" in the current langauge is going to alienate potential clients because it is badly written. Need a better term than "user" and need a better sales pitch about why you should get involved.

Good grief I just read my sleep deprived (blame the new puppy) comment from yesterday.
What I was trying to say, was thank you for the eleven commandments of community building.
The PeopleAggregator website broke rule number 2 by talking down to the potential community members.
If the writing style reflects the company attitude, you have a "challenge" ahead, good luck.
