Calling for a mesh network
We certainly could do this in San Francisco. Why not set up a mesh network of all of the open wifi? Hey, I don't mind my neighbors stealing my wifi (I temporarily stole theirs while waiting for my installation), as long as they aren't packet sniffers (although I don't know what that means exactly).
Here is an experiment for you:
Drive around your city with your laptop open watching the connections pop up. It's way cool.
I betcha there is loads of overlap in most larger cities. Wouldn't it be great to just have continuous wifi everywhere and only pay $40/month at your own home to contribute? Just imagine. Anywhere, pop open your laptop and you are online! Man...that would be heaven for me.

You'll be happy to know, kinda, that your old stomping grounds have jumped on the mesh train. Not quite the grassroots effort you had in mind, but meshy goodness all the same.
